Alien is the utility. that helps you to convert rpm file into deb files

sudo alien package_file.rpm

It would convert the package_file.rpm to package_file.deb . 

To convert debain file to rpm file

sudo alien -r package_file.deb

You can install "alien" as

sudo apt-get install alien
